Programme Manager - Heavy Duty Vehicle Efficiency

Location: Loughborough Salary: £60,000-70,000 pa

Purpose of the Programme Manager – Heavy Duty Vehicle Efficiency
The purpose of the role is to be the custodian of the Heavy Duty Vehicle Efficiency Research and Technology Programme, ensuring that the programme is delivered in line with the defined technology and investment strategy, through the full programme lifecycle from initiation through to completion. 

Principal Accountabilities
•  Working with colleagues across the business, to define suitable project procurement and commissioning process.
•  To ensure objectives are delivered by identifying and engaging with suitable project participants; to facilitate the development of consortia to deliver projects where appropriate; to develop research proposals, together with colleagues from Legal, Finance and Strategy departments.
•  To work with colleagues from the Legal department to negotiate project contract terms and to manage the Heavy Duty Vehicle Efficiency Programme.
•  To ensure that defined business benefits are realised that contribute towards the realisation of the overall Strategic Objectives using project management tools, methodology and best practice.
•  To manage programmes and projects in line with specified audit and risk strategies.
•  Regular presentations to ETI Members on the status of the Programme area.
•  You will work closely with Corporate Services for financial, contract and legal and State Aid advice as necessary and will draw on the Strategy Managers for specialist technical input.

Background to the Heavy Duty Vehicle Efficiency Programme
Currently a project is underway to analyse and characterise the UK heavy-duty vehicle landscape and identify technology development opportunities for vehicle efficiency improvement.
A Technology Programme is now being defined for large-scale heavy-duty vehicle demonstration(s) that will contribute to the mission of accelerating commercial deployment. The anticipated Heavy Duty Vehicle Efficiency (HDVE) Programme budget is in excess of £5m per annum.

The HDVE Programme will need to address issues such as:
•  The feasibility, maturity and affordability of a range of technologies
•  System integration, both within the vehicle and with the wider operating environment
•  The commercial environment and business case, including: EU and UK legislation and regulation,
Supply chain structures, Market sizing, Technology/component transfer between heavy duty vehicle sectors.

Person Profile:
Person Profile The Programme Manager – Heavy Duty Vehicle Efficiency needs to a dynamic person capable of working with belief and enthusiasm and of making a significant contribution into the team. Be results orientated, entrepreneurial and self motivated with extensive planning and organisational skills, and with substantial client facing experience.
 
Qualifications:
•  Degree level in engineering or science.
•  Relevant Programme management qualification would be highly advantageous (e.g. MSP Practitioner or equivalent in-house system)

Experience:
•  Substantial experience of the global heavy-duty vehicle market, with an emphasis on the UK and covering the various issues described in the ‘Background' section above.
•  Substantial experience of low carbon technology programmes, and the wider sustainability agenda, is highly desirable.
•  Direct experience of research, development and demonstration management and ideally business exploitation including contract negotiation in an innovative technology role
•  Formal project or programme management accreditation desirable
•  Evidence of leading/delivering more than one large scale/complex collaborative programme to time, cost and the required quality, to include experience of budgeting, forecasting and cost control. •  Exposure to State Aid Regulations desirable.
