Interim Project Director - Offshore Wind Test Facility

Reporting To: Narec - Director of Major Capital Projects
Location: Blythe
Salary: £70,000

Purpose
The successful candidate will be responsible for the delivery to time, cost and quality of a pre-eminent commercial world class offshore wind turbine test facility at the National Renewable Energy Centre (NaREC) at Blyth, Northumberland. The delivery will encompass the world’s largest offshore wind test rig, a fit-for-purpose building and all associated infrastructure for the test rig facility (including logistics, electrical, heating/cooling etc).

The test facility is co-funded. The test rig will be funded by the Energy Technologies Institute, while the building and associated infrastructure will be funded through a number of HMG channels.
Principal Accountabilities.

The successful candidate will be responsible for the delivery to TCQ of the commercial test facility. While the candidate will report on a day-day basis to the NaREC Director of Major Capital Projects, the candidate will be responsible to the client for ensuring delivery of the clients interest in the project. In this aspect the Job Holder will report to the client's Offshore Wind Programme Manager. The candidate must display strong commercial awareness and have the ability to link the impact of project management decisions to the underpinning business case for the facility.

Experience
• Key: Tangible track record of leading the significant delivery in industry of complex, large (>£30M) capital projects to quality, cost and time. Experience of either the wind generation industry or leading the delivery of a commercial test facility would be beneficial but is not essential
• Key: Capital project experience must include the procurement, installation and testing of specialist high value capital equipment.
• Key: Experience of leading the delivery of projects with multiple stakeholders, preferably including those from both the public and private sectors
• Key: Experience of communicating to Board level ideally across private and public organisations
• Key: Experience of CDM requirements and HSE management
• Key: Experience administering and delivering to NEC type construction contracts, including risk management and claims management
• Key: Experience of managing in a multi-discipline environment, with multiple contractors and sub-contractors
• Key: Experience of common project management packages
• Exposure to the full project lifecycle of large scale (>£30M plus) capital projects from site evaluation, through design, delivery and ultimately decommissioning
• Experience of rotating machinery would be an advantage
• Experience of handing over a large specialist capital equipment project to the chosen end user would be an advantage but isn’t mandatory.

Context
The duration of the project will be 2 years starting from April 2011. The post holder should have the ability to extend the role by a further 6-12 months as required.

Person Profile
The Project Director needs to be results orientated, entrepreneurial and self motivated with extensive planning and organisational skills, and with substantial client facing experience.

Qualifications:
Chartered Engineer; preference for mechanical or electrical although chemical engineers acceptable.

Other Requirements:
• The role will be based predominantly at Blyth, with a small part of the time to be spent in Loughborough. The role will involve travel within the UK, and potentially overseas, envisaged.
• The role may involve interaction with potential customers of the test facility.
