Energy Storage and Distribution Programme Manager

Location: Loughborough Salary/Rate: £70k + benefits

Functional Unit: Programme Delivery
Reporting To: Deputy Director – Programme Delivery

Purpose
The Energy Storage and Distribution Programme comprises of a number of parallel projects. The purpose of the Programme Manager role is to take responsibility for the commissioning and outcome delivery for the complete Programme of Energy Storage and Distribution.

Each project in the Programme will be contracted to a consortia or single contractor who will have the responsibility for execution of the individual projects. The role is to ensure that the programmes objectives in funding each project are met.

Organisation
This is a key role in the Programme Delivery Team with responsibility for ensuring that a key programme delivers the identified business benefits on time, to budget and within agreed parameters. Projects, which range in size up to ~£60M, are delivered by consortia of external organisations from industry and academia.

The ESD Programme addresses the challenges and technology development opportunities in a number of focus areas. These range from electricity network technologies to enable the connection of large-scale offshore renewable generation and the management of distribution system fault levels; to the operation of electricity, gas and other networks with smart technologies and intermittent renewable generation sources, electric vehicle demands, etc; and they include the storage of energy in electrical and other forms (such as natural gas, hydrogen, potential energy, etc).

Principal Accountabilities
•  Working with colleagues across the business, to define suitable project procurement or commissioning process.

•  To identify and engage with suitable project participants; to facilitate the development of consortia to deliver projects where appropriate; to develop research proposals, together with colleagues from Legal, Finance and Strategy departments, that deliver the benefit required.

•  To work with colleagues from the Legal department to negotiate project contract terms and conditions.

•  To manage the Energy Storage and Distribution Programme, and the projects within, to ensure that defined business benefits are realised that contribute towards the realisation of the overall Strategic Objectives using project management tools, methodology and best practice. This will involve regular travel within the UK.

•  To manage the programme and projects in line with audit and risk strategies.

•  Regular presentations to client Members on the status, outputs and likely impact of the Programme area.

Context
This is a key role in the Programme Team with responsibility for ensuring the Projects within the Programme are commissioned and delivered within agreed performance, cost and time parameters and critically ensures that projects deliver the desired outcome in a predictable and controlled way.

You will work closely with Corporate Services for financial, contract and legal and State Aid advice as necessary and will draw on the Programme Director / Deputy and Strategy Manager for specialist input as required.

Person Profile
The Project Manager needs to be results orientated and self motivated with extensive planning and organisational skills, with substantial senior stakeholder facing experience.

Qualifications:

•  Degree level in electrical power engineering or related discipline.

•  A breadth of both technical and project management experience.

 

Experience:

•  Direct experience of the management of technology design, development and demonstration projects, preferably involving multiple external contractors.

•  Evidence of substantial experience in leading and delivering collaborative projects (ideally from within an industry context) in excess of £5M to time, cost and required quality. Candidates should emphasise their predictable delivery of outcomes.

•  Broad engineering background including the design and development of electricity distribution networks, power generation, distribution and/or storage plant.

•  Management of internal and external stakeholders at senior levels and facilitating/leading meetings. Ideally experience of working with industry, local government and central government.

•  Procurement and contract negotiation in an innovative technology role such as technology development contracts. The candidate should have knowledge of IP management.

•  Planning, budgeting, forecasting and cost control.

•  Project risk management.

•  Experience of the management requirements for publicly funded projects and exposure to State Aid Regulations desirable.

•  Effective influencing and negotiation skills.

•  Strong IT and pro-active communication skills (written and oral) and the ability to produce clear, concise and accurate reports/presentations.
