Carbon Capture and Storage Project Manager

Purpose
The Carbon Capture and Storage Programme comprises a number of parallel projects. The purpose of the Project Manager role is to take responsibility for the commissioning and outcome delivery for some of these projects.

Each project will be contracted to a consortium or single contractor who will have the responsibility for execution of the individual projects. The role is to act as the key interface between the project organisations and the client to ensure that the client's objectives in funding each project are met.

Organisation
This is a key role in the Programme Delivery Team with responsibility for ensuring that key projects within the Carbon Capture & Storage Programme deliver identified business benefits on time, to budget and within agreed parameters. Projects, which range in size up to £100M, are delivered by consortia of external organisations from industry and academia. The CCS Programme has strong interest and comprises a broad range of focus areas, ranging from advanced CO2 capture technologies through to transport and storage of captured CO2 in underground formations.

Principal Accountabilities
•  To identify and engage with suitable project participants; to facilitate the development of consortia to deliver projects where appropriate; to shape research proposals, together with colleagues from Legal, Finance and Strategy departments, that deliver the outcomes required.

•  To negotiate project contract terms and conditions (including payment terms and IP)

•  To manage projects to ensure delivery (to TCQ targets) of the desired project outcomes. This will be achieved using project management tools, methodologies and industry best practice.

•  To technically review project deliverables and project progress delivered by the project consortia or contractor to ensure delivery of the desired project outcome

•  To evaluate proposed project variations (both technically and from a project management perspective) to ensure project outcomes are maintained and achieved

•  To manage projects in line with audit and risk strategies (i.e. adhere to governance standards for the funding of projects).

•  To keep project information up to date, e.g. schedule, finance, risks

•  To provide high quality and accurate Project reports both written and verbal

•  To undertake activities to ensure that the client discharges its duties as client in the relation to the management of health and safety of the projects

•  Liaising with and influencing senior stakeholders including those from Industry, Local and Central Government.

•  Assure performance of project delivery team

Context
This is a key role in the Programme Team with responsibility for ensuring the Projects within the Programme are commissioned and delivered within agreed performance, cost and time parameters and critically ensure that projects deliver the desired outcome.

You will work closely with Corporate Services for financial, contract and legal and State Aid advice as necessary and will draw on the Programme Manager and Strategy Manager for specialist input as required.

Person Profile
The Project Manager needs to be results orientated and self motivated with extensive planning and organisational skills, with substantial senior stakeholder facing experience.

Qualifications:

Essential
•  Degree level in chemical or mechanical engineering or related discipline (candidates with other science or engineering qualifications may be considered if they have substantial professional experience working within a relevant engineering environment).

•  Chartered status or equivalent breadth of technical and project management experience.

Desirable
•  Relevant Project Management qualification/accreditation.

Experience:

Essential
•  Evidence of substantial experience in leading AND delivering capital projects within the power, process or oil & gas industry in excess of £10M to time, cost and required quality, including budgeting, forecasting and cost control and project risk management. Separate to their CV, candidates should provide a summary of major projects they have delivered, including the time/ cost/ quality performance against plan.

•  Procurement and contract negotiation, preferably in an innovative technology role. The candidate should have knowledge and contracting models for delivery of capital projects.

•  Broad engineering background including the design and development of power generation or other large scale process systems

Desirable
•  Direct experience of project management of technology design, development and/or demonstration projects, preferably involving multiple external contractors

•  Experience in managing internal and external stakeholders at senior levels and facilitating/leading meetings. Ideally experience of working with industry, local government and central government.

Preferable
•  Knowledge of IP management principles

•  Exposure to State Aid Regulations desirable.

Skills:

•  Strong analytical and problem solving skills

•  Proven leadership, team working and project management skills

•  Effective negotiation skills

•  Strong IT and pro-active communication (written and oral) and the ability to produce clear, concise and accurate reports/presentations.

Competencies:

•  Experience of strong relationship building with senior external stakeholders.

•  Willingness to travel within the UK (and occasionally overseas) as required
